Is Your Pre-school ECDA-Licensed? A Practical Checklist

A step-by-step way to verify a centre’s licence yourself, what the licence actually covers, and the red flags worth watching for.

Before you compare curricula, philosophies, or price points, there is a more basic question worth answering first: is this pre-school actually legally licensed to operate? Every genuine pre-school in Singapore must hold a licence issued by the Early Childhood Development Agency (ECDA) under the Early Childhood Development Centres Act. A centre cannot legally advertise, commence operations, or accept payment from families without one.

This is deliberately not the same question as whether a centre is SPARK-certified or Healthy Pre-school accredited. Those are voluntary quality accreditations a centre chooses to pursue. Licensing is the mandatory legal floor every centre must clear simply to exist. This article is a practical, step-by-step checklist for verifying it yourself.

The Main Licence Types

ECDA issues a few different licence types, depending on the age group and care model a centre operates under.

An endorsement for the youngest children, typically from around 2 months old, with its own stricter staffing and care requirements given the age group.

How to Actually Verify a Licence

A badge or a mention of “ECDA-licensed” on a website is not, by itself, verification. Here is how to confirm it properly, in roughly the order worth doing them.

Search ECDA's official directory.

Visit ECDA's website or the LifeSG preschool search, and look the centre up by name or address. A properly licensed centre will appear with a current, valid status.

Check the certificate on-site, not just online.

Licensed centres are required to display their ECDA licence certificate on their premises. Confirm it is current, and that the centre's name and address on the certificate match exactly what you see in front of you.

Ask to see it directly, and note the licence number.

If you cannot easily spot the certificate, ask the centre administrator to show it to you. A centre with nothing to hide will do this without hesitation.

Contact ECDA directly if you want independent confirmation.

ECDA's hotline (1800-111-2222, say “ECDA” when prompted) or contact@ecda.gov.sg can confirm a specific centre's licensing status directly, independent of anything the centre itself tells you.

Red Flags Worth Taking Seriously

Reluctance to discuss licensing. A legitimate, well-run centre has nothing to hide about its licence and will answer plainly.

Cannot produce documentation on request. Not having a readily available licence to show a prospective parent is a genuine warning sign, not a minor administrative gap.

Name or address mismatches. A certificate for a different address, or under a different company name than the one you are dealing with, deserves a direct question before you proceed.

Evasive answers about past inspections or complaints. A centre confident in its own standards will typically describe how it responds to feedback, not deflect the question entirely.

A valid ECDA licence tells you a centre is legally permitted to operate, and meets the mandatory regulatory minimum for safety and staffing. It does not tell you whether a centre’s curriculum is genuinely strong, or whether its culture is the right fit for your child. For that, three other, entirely voluntary signals are worth researching next: the NEL Framework a centre’s curriculum should align with, SPARK certification, which independently validates leadership and teaching quality, and Healthy Pre-school accreditation, which independently validates how a centre promotes physical health.
